HSE Online covers all of HSE’s online education projects. Its main focus is the development of HSE’s social accountability as a centre of top quality education. HSE Online’s team is engaged in the development and provision of support to long-distance learning, as well as creating online courses for both HSE students and learners from all corners of the world, which helps to promote the university on the global market for educational services.
For students, HSE Online is a way to engage with the university via the screen. For teachers, it means an audience consisting of several thousands of curious and eager students. For researchers, it’s a promising platform for new discoveries. And for HSE, it means new models for teaching and study. Further details can be found here.

The National Open Education Platform (NOEP) is a joint project between HSE and seven of Russia’s leading academic institutions: MIPT, UrFU, MSU, MISiS, ITMO, SPbU, and Polytech. This project commenced at the start of December 2014, when the Council on Open Education was formed at the initiative of the Russian Ministry of Education and Science. In April 2018, the eight leading Russian academic institutions founded the National Open Education Platform Association. This platform hosts online courses authored by the Association’s members, provides support in regards to the introduction of global standards, establishes requirements on course quality, and works directly with institutions engaged in developing educational programmes, which often utilize online courses through the platform. In addition, the Association has established the ‘Requirements and Recommendations on the Development of Online Courses Hosted on the National Open Learning Platform’. Each course posted on the platform is subject to expert analysis by university specialists as per the standards in place.
As of September 2018, a total of 312 courses were available on this platform, with total registered learners coming to over 2 million people.
HSE Online started launching courses on the NOEP in the autumn of 2015. The initial four courses (‘Demography’, ‘General Sociology’, ‘Organizational Behaviour’, and ‘Organizational Theory’) had an audience of over 17,000 students. The total number of HSE Online courses on the NOEP has increased with every year since then. At present, 53 HSE Online courses are hosted on the platform, with a combined audience of over 600,000 people. These courses are offered in various areas: economics, psychology, art, linguistics, law, etc.
Participants in HSE Online courses available on the NOEP have the option of taking exams, after which they can receive a certificate. A certificate means that a student has successfully passed the testing process, which includes the application of proctoring technology during the exam process, whereby a specialist or programme (cyber-proctoring) can remotely monitor the activities of exam participants. The use of proctoring and identification technologies in the testing process can confirm whether a student is cheating or not, and, thus, the certificate awarded will accurately reflect the results of the learning process. Therefore, certificates received upon completion of courses available on this platform are, in actuality, the equivalent of an academic transcript, which can be used to pursue studies at other universities. Acquisition of certificate is a fee-based service (it costs 1,800 roubles). If a learner has no intention of acquiring a certification, they can still take a course for free.
